Anyway this is my personal opinion and it doesn't stop me mocking people who took the "best tool" and ended up being "locked in". ;) It depends on what you mean by best tool for the job, for example some people use MS word to create web pages, some will use dreamweaver, some will use a specific editor such bluefish and others may use something like vi / emacs. So in that context using the best tool is surely using the most appropriate tool, which will be determined by what training you have undertaken and the quality of this training. With Linux I see it as using a text editor when needed, or using grep / find / locate in the right way to achieve the result required, clearly i can search for files using ls and grep but can do the same with locate, with help from the lug i can get help with doing things in the best way possible for the OS, using cat to display a file or even more / less to display a file, each has its uses and each is used best for a specific task. Its knowing how / when to use things that is important. Sure we want to avoid lock in. but if people get locked in, we can perhaps help them when they get stuck up against a wall and then explain this is why we use free software to avoid those problems, its like telling someone to back up, you can and keep telling them, only when they suffer data loss do they end up listening.
