No, but gas IS a lot cheaper, yesterday's bill says I pay for gas less than a third what I pay for electricity per kWh. But the point being made was if you must heat with electricity use a heat pump, since you'll get some gain over electric heaters (energy savings trust field trials suggest 220% for air source heat pumps and 250% for water source heat pumps, more if there is a source or store of heat available, and thus still more expensive than mains gas).
