Bad distribution management? Or misunderstanding on your part?
srw@xxxxx:~$ type firefox firefox is /usr/bin/firefox srw@xxxxx:~$ type mozilla mozilla is /usr/bin/mozilla srw@xxxxx:~$ type konqueror konqueror is /usr/bin/konqueror
For Firefox there is libraries and common data under /usr/lib/mozilla-firefox
Although one could argue that some bits in /usr/lib belong in /etc/ and vice versa, generally the arrangement makes sense, and complies with some or all of the various standards for both Debian, Linux, and Unix.
