I'm running a de-Googled (i.e. no Google Play store and no Google Pay) Android Lineage install and all online banking apps that I have tried are working just fine. I'm replying as I thought the same as you before I started. I can't comment on Starling but Apps from another challenger bank app as well as a very mainstream provider are working just fine.
