It sounds to me like your fan temperature profile may need tweaking - I had a similar issue with fans ramping up when the CPU hit 30 degrees and winding down soon after, only to trigger the sensor threshold once again, thereby ending up in an auto oscillation loop... so I set the motherboard to spin up the fans beyond the minimum speed when temps hit 60 degrees (and progressively more aggressive as temperatures increased) and that solved my issue. For my PC I can set the profile both in the BIOS and using a utility off the motherboard manufacturer website - Windows only, of course! If you don't see the option in the BIOS, you may need to turn on advanced settings to reveal it. If you only have access to a Windows utility you could fire up a virtual machine using an official Windows ISO to apply the setting - don't feel obliged to purchase a licence for the occasion (assuming you don't already have one).
