You can create other accounts on a non-Windows 10 Pro, that is a Windows 10 Home edition even when the original account is created with no MS account log on or email disclosed. A trial set up on an old 2GB RAM, Athlon 8 CPU machine originally working on Windows 7 Home edition with only one user/administrator (I know! I was gifted the machine for trial purposes!) I upgraded to Windows 10 (NON-Pro edition) Set up without any MS log on. Removed a lot of phone home to mother bits. Used it for last few weeks as a trial. This morning I created two different other account log-ons: a) Visitor, with no MS log on standard account b) Visitor-A with no MS log on and administration-local rights However you have to reset the privacy settings in each account separately. So a family could have separate log ons for a family Windows 10 (non-Pro), But they would be exposed at each account creation if not knowledgeable to the report to MS and phone home problems. The mandatory Microsoft log on/email to create sub accounts only occurs in the "Add Family" settings. Here lies the trap to unsuspecting a non-IT familiar family. There is another choice to add non family members, in the set up screen at the bottom. It is not the default condition. So I now have a low grade machine set up with 3 users all of whom are set up without any MS Log on or email, at set up. They cannot use Windows email set up or Skype or it backfires. However email in Thunderbird with no MS email is Ok as is a webmail account which is not MS based.
