Sure. If you use encryption on top of steganography - which is a good idea - then they can't find out what you're saying. But they may still be able to detect that you were circumventing the encryption ban. Steganography can be used by members of the same (terrorist, activist etc.) cell to communicate securely. But you can't set up a server abroad and then let users communicate via steganography without the government finding out. Nor can you write a steganography tool and have it used widely without them finding out. Steganography is a solution for some problems. But not for the problem of a government that wants to ban encryption.
