Actually they may not need to use software or even cryptography. You can't build a cypher machine using "stone knives and bear skins". But it's highly possible that stone age versions of Alice, Bob and Eve existed :) Alternatives such as codes can easily be a better option, where only limited messages are needed. Pity no government appears to realise that spam is a possible way for criminals to send covert messages though...
