Ahh that'll explain it a bit more then. We've got a Microserver at work which can be a little bit temperamental. I'm thinking going on what you've done, yes it could be a faulty board. Depends how much more you're willing to try to get it running. I presume you've checked all the cables etc? I can't remember if there is a reset CMOS jumper (I'm not near mine and it's buried under a load of stuff so I can't actually check it, but you could try removing the CMOS battery.
