Yes. Not totally immune, but a good deal safer due to the grounding
effect of the, err, ground.
Areas where cables, be they fibre optic or copper, run underground tend
to be urbanised. As such, tall buildings are the most likely targets
for strikes. Most of those buildings will have lightning conductors
that discharge any strike safely to the earth. Hopefully, in an area
away from any cabling.
