i am sure thety were giving stuff away to countries in central and south 
america complete with windows,  however i think the catch was that you 
had to use ms office  or due to some license agreement use of open 
office was prohibited.

MS also aparently tried to bribe the nigerian government after they 
signed a deal with mandriva,  they took the bribe and told MS where to 
go and stuck with mandriva (or whatever it was called at the time)
