I've had some issues with PulseAudio (not specifically with Skype, that seems to just work. However I've had issues with other apps, usually it requires me to use a wrapper such as padsp (which wraps OSS in PulseAudio) or aoss (which wraps OSS in Alsa). Of course using these wrappers requires the app to support OSS. It's not always a solution but on some occasions it's worked.
