The whole of West Cornwall seems to have "slow spots" on their map though there are lots of people nearer to the exchanges that I know get much better speeds. Mine is fairly consistently 2MBps which is probably all I can hope for at my distance from the exchange, though BT says I should get up to 3.6MBps from the 8MBps connection/Demon thingy at Leedstown.
