Technically it does cost the recipient in terms of consumables used - paper ink/toner, etc. There are fax-back services though - you dial them and they send a fax back to you. Not sure they're too popular now though. I can create fax to emil services - almost more civilised, but still a very old fashioned way to send documents in these enlightened days...
