However I would have thought that governments and major organisations would want to go direct to Microsoft to avoid paying a middle-man. On that basis government/corporate sales would get hit, and the only indirect sales Microsoft would get would be to consumers. Also I'm not sure if the prohibition means that *nobody* in the EU could buy from Microsoft. If it does I can't see retailers wanting to pay a premium to pay a third party to import Microsoft products. Either that or the consumer is going to be hit by increased prices.
