All it needs is the Births, Marriages and Deaths Register to list the NI number for (in this case) the deceased and the DSS etc can cross reference with ease. If you haven't died, *and* you have a life-long illness, chances are you still need the badge/TV license etc. I'm disabled from birth but I have to renew every three years (waste of time, money and energy all round) and yet I frequently see people with no trouble at all walking round getting out of cars with Blue Badges. In case anyone thinks I am being picky, the wording to qualify for the badge says 'Extreme difficulty, or total inability to walk', and I would suggest that 'extreme difficulty' would be evident even if the reason were not apparent. If people have to renew every 3 years how are they getting way with flouting the regulations?
