Presumes commercial applications are proprietary? I guess terminology
can be considered pedantic but there are many free software projects
that are distributed commercially...

It doesn't consider commercial applications to be proprietary.
The box just shows things from Canonical's separate, optional commercial repository.
Non-free stuff is filtered separately.
