CSV is a PITA. The format should be convertable into other formats without the user having to individually specify the import parameters each and every time that file type is imported. There should also be some way of validating that the file is the correct type. Validation is VERY difficult with CSV, ridiculously easy in XML.
If a plain-text format is to be used, it would have to be more like a conf file (ala GKeyFile or other dot files) or something more like a VCard.
The files aren't intended to be user-editable; this is for automated, scriptable, data conversion/import/export.
There appears to be no standard form, so it's merely a question of *which* fields need to be included (thanks for the tips, Adrian).
