Definitely true. A couple of friends who build PCs for people have said exactly that recently. With PC World, and some of the supermarkets like Asda jumping on the cheap PC bandwagon, prise like £399 for a not badly specified PC are starting to pop up. A lot of times the small business or consumer can't match the buying power of the big boys, so cannot even build a PC much less make a profit, for the same price.
