No, it is bug # 623 at xfree86.org bugzilla.

There last question was am I using ATYFB, which I'm not, and I've had no
feedback since.

I'm not clear if they think ATYFB is a good idea or not, but it is kind
of academic since ATYFB doesn't even compile at 2.4.18 without
retrofitting bug patches (probably due to compiler changes from what I
can gather).
