If you take unmodified kit and stick a CD behind it, or add a better directional antenna the radio agency are unlikely to breathe down your neck. It isn't terribly easy to measure the ERP of your own kit accurately unless you are very well equipped, and the rules are to address interference mainly, so for as long as you cooperate if you're suspected of causing a problem they are unlikely to be difficult. Amplification is the main issue AFAICT.
