I don't know about email, Paul, what I did was call 150 from my BT landline and report a fault. That will at least get BT to test the line. Unless you've had problems with VOICE calls, BT won't send out an engineer to test your BT socket and I would STRONGLY suggest that you plug your modem directly into the BT socket (with no other devices connected) and replicate the problem a few times before calling BT - otherwise they'll blame your extension cable. On the Windows front - why on earth is Windows crashing on this? What error messages are you getting (by private email if poss - Windows error messages aren't exactly a topic for the LUG list!) Haven't you got some way of connecting Linux to the internet? External modem? linmodem driver? http://www.dclug.org.uk/archive/msg00222.html This might not be the same problem as mine which has a lot more to do with failed connections. The line is dropped sometimes but it's the fact that it can take >30 minutes to get online that is the real problem.
