I've seen it recommended before as well.

I've never seen the blindest bit of difference, probably on
important servers it pays to make such settings static, so it
does the same thing everytime it boots, but for a dual boot box
I'd leave them as they are for Windows unless I get problems
driving the hardware.

Whatever you do, if it is working for one OS, write them down
before you change them ;-)

I suspect it is ancient wisdom, and no longer applicable, the
kernel wasn't always as smart as 2.2.21 or better.
