Well, if you type "apt-get update perl" it will try and update all world of stuff. One of my debain boxed, which has been left for a while, wants 180Mb of data downloaded to update perl. That's a night over dialup. That's not great for onsite support.
bear in mind that you don't need to use updates for security, the only thing you need for that is the .deb's from security.debian.org. however, security.debian may well depend on updated packages from updates, i'm not too sure about that.
