I did note that someone was posting to the list an hour ahead, I
assume it was a lazy dual booter.

It is usual to have the H/W Clock set to GMT (or UTC or whatever
it is called this month), *nix then set the time based on the
timezone, this can be a system wide timezone setting but
individual users or processes can choose their own timezone as
is appropriate in a multiuser operating system.
