Ylem (members of the SWLUG) looked well equipped, lots of VNC terminals, and a big server, although the edge of Exmoor might not be an ideal location (well I think it is, but others prefer shorter journeys). Guess this kind of arrangement would work elsewhere - even with Windows clients - yuk. Installing thicker clients (servers even) for X on Windows and such like doesn't appeal.
From training I have given and received, dedicated facilities
are far better. But usually where they haven't been available I've been teaching people to use software that was being installed by me on their own systems (usually Win32 or *nix).
There are plenty of us on this list and nearby who have companies and relevant experience - but it will only get done if there is economic justification. I think there may be. Let us identify the orgs and assets, devise a pitch, produce a project plan to generate examiner and assets, price it up, and see if it is actually feasible.
I've looked at it a bit, but came to the conclusion that there might be an evening school type level of interest, but I'm not convinced yet there is enough commercial interest. A bit of chicken and egg, I'll ask the Met Office what it is doing, but I think the University are working with them to meet their training needs. It is hard to compete with places like Universities/school/colleges as they have advantages of scale (or is that lower marginal costs), although nothing to say we can't work with them, Exeter Uni have been pretty for the LUGs so far!
