I have ImageMagick that includes command line tools to
manipulate JPEGs.

I suspect that something more fully featured like gimp or
photoshop will handle it better.

GIMP has a batch mode, but I can't even use the interactive mode
properly.

Linux/Unix isn't exactly short of image manipulation tools, my
users use to use all sorts at the Met Office, although I think
XV had better licensing then....
