Well, they're kind of right - it means some idiot has installed windows.
As cruel as it might seem, I've always thought than an airhorn might be
the best way of dealing with these scam calls, but unfortunately I don't
own one so I've never tried it. I do have my Grandma's WWII ARP whistle
but it's just not loud enough.
