Give a newbie a blank hard drive and copies of windows and, say, Fedora or Ubantu (I don't know mandrake, that might be better). In my experience, more people would get a functioning desktop running with windows first.
In my experience, from a blank and copy of NT4 and SuSE 7.2 NT4 was quicker. From a blank and W2k and SuSE 8, SuSE was quicker. From a blank and XP SP1 and SuSE 9.0, SuSE was quicker. From a blank and Debian, Debian is not quick.
