While I think they are (still) very overpriced, there are devices designed for mobile use - tent/car/campervan camping lifestyle things that are essentially a UPS with mains input, some also have provision for Solar or 12V input for charging, have a bit LiFePo4 battery and an inverter for 230v output as well as 12v output and USB charging ports.
Names are e.g. Bluetti, Anker, Jackery and so on.I see a lot of campervan folks using them and swearing by then, etc. Personally, having built big and small UPS systems over the years I think they're a bit overly hyped. Very convenient though.
(And I don't have one for my own campervan, preferring "separates" so I may be biased)
If however we have an area outage then presumably the cabinet will also lose power and hence getting a UPS for voip is probably a waste of money.
I'm a bit out of touch but the last time I looked the cabinets do have what's effectively a UPS and so do the the phone masts, however they have a very hard time from the depths of winter to screaming hot summers - I don't think the batteries last that long... (Personal experience there - once upon a time I had equipment in the cabinet at the base of a mast - the UPS didn't last)
