Yes. I would like to know why you've constituted this as a "problem"?
Your computer's operating system unsurprisingly requires periodic disk
access.
If you _really_ care for some reason, check your system logs. If they
don't have a "problem", neither does your computer. If you really insist
tools such as iotop will give you a better handle on what's happening.
If you really really insist then BPF trace it.
My workstation has a similar LED to yours - it's literally solid on 24/7
from the moment it finishes POST. Doesn't even blink. Funnily enough I'm
not worried ¯\_(ツ)_/¯
