I use to use "dpkg --get-selections" for dev/test boxes in a previous life. Basically clone the existing set-up with "dpkg --get-selection" copy across the file once you've done a minimal install, and use "--set-selection" (google knows the details). I'm told it can lose information about which packages were automatically requested, but for a quick and dirty solution it worked great. Obviously this is reinstalling the same packages from the same mirror, you need a local mirror or cache to avoid that. If the devices are physically identical you do a "dd" of the disk using a LiveCD, and "dd" it back onto the other devices, using external disk drive or similar. Also allows a quick recover which is ideal for labs.
