After a Carrington even a small (raspberry pi) a solar panel, Pb battery and a short wave radio could communicate with similar around the world. Assuming it wasnt all wired up at the time of course.

Oops - did I write microwave? I meant shortwave! With Short wave/DAB (there is a software defined radio spec I believe) instead of fibre it should be possible to set up something like an internet without too much difficulty. A bit slower than now perhaps but better than nowt.
