Using a live CD for online banking defends against an entirely different threat model. The mere fact that you use your bank means that they can see how much money you have, where you send it to and where you get it from. The government can easily access this data and the Snooper's Charter doesn't change that. Using a live medium for web browsing still means all your traffic goes through your ISP, so it doesn't solve Neil's concerns. Using Tor would, as would a VPN to a country with better privacy regulations (especially if the Snooper's Charter becomes law, that would be almost any country). It doesn't mean that you can't be tracked, but your web browsing activity shouldn't leave any traces within the country. Martijn.
