As former 'associate' of MOD [paid by but not 'under regular command']
the difference in management tasks is that you are instructed to
'promote' or 'designate for promotion' all those who could replace you
at your job or do a better job in a higher position. Failure to name
'talent' for other task or even your own task, would be a most serious
matter.
