In Dans case it probably is. He provides the Internet connection and the other users are lodgers/house share people who're just taking the mickey with films, etc. If they downloaded & watched it would probably be OK, (from the network bandwidth/usage point of view) but they download & forget, then it's seeded and they're seeding dozens of files which basically cripples the service for everyone.
