Unless I misunderstood you, it's not true of HTML. An ancient browser
can render a "modern" HTML5 document.
A current browser can render an ancient Web page. Essentially you
would be able to get at the information.
ODF/OOXML are both utter catastrophes. It would be crazy to store
public data in either format.
