I think this is technically right (and by definition, "technically" is the best kind of "right") but not all software that initially appears to be libre is: there is a specific exception for libre software that technically satisfies all of the FSF's 4 freedoms but is excepted anyway: "Obfuscated “source code” is not real source code and does not count as source code." "Tivoization" is also contradictory to Freedom 1, which apparently includes UEFI apparently.
