I was under the impression that Giffgaff don't allow tethering on mobile plans (although saying that, Three didn't allow tethering when I had a Galaxy S on contract and it still worked).
Saying that I can recommend Giffgaff, they're cheap if you don't want to be tied into a contract.
If you don't mind a contract, Three offer The One Plan with "all you can eat data" on a 1 month or 12 month SIM only contract. I'm on The One Plan with a phone and they do allow tethering and the data is unlimited (well, I've download multiple gigabytes and not had any warnings about my usage, I read that a magazine tested it too and downloaded nearly 1TB in a month).
I was thinking of dumping smart phones and just use an old fashion voice and text. Anything for a good battery life.. You might be able to turn off mobile data to improve your battery life. Other option (albeit not as ideal) would be to carry around a second battery.
