Your copper line is running at full speed - you have 8Mb in and 400Kb out. That's full speed for the technology you're connected to.
The issue is that you're using a rubbish ISP. Their interconnect with BT is oversubscribed and their internal network is probababoy oversubscribed too.
The solution is to PAY MORE for a quality ISP. Gordon
