I don't think Twitter and Facebook and those cases is a good model to
learn from.
I do think that a set of instructions on a site that random people can
wander into is reasonable, some of it shades into the description of
what the G/LUG is for, and some of it is what it is not for.

It can be tucked into the FAQ, placed on a page of its own and linked
to in footers, or put at the bottom of the front page - a valuable
area of virtual space for which this is a less good use.
