It needs a couple of people foolish enough to set the thing up, enough money to put a deposit on some premises, and a shedload of volunteer effort. In our case, we quickly attracted some seriously able and committed people to form our core team. Constituting ourselves as a co-op was undoubtedly key to securing their commitment. You will need some people who are willing and able to invest a lot of time and faith up front.to get things moving. A decent amount of money to spend on premises and gear so that you can hit the ground running could give something of a shortcut. Go for it!
