Telling them you want to leave because you can find a better offer somewhere else -- you don't need to tell them that it'll be on a network with limited or no coverage where you live -- may prompt them to make you a much better offer. That's what happened when my wife wanted to buy a smartphone and we told Vodafone, where she'd been a sim-only customer for years, we had found a much better offer at (I believe) O2. We asked for the code you need to take your phone number to another provider and they sent it but before we used it they gave us a call and made a much better offer. Not sure if this will work if you've been on PAYG, but then, you'd still need that code to take your number to a new provider and if they send it and you don't use it (within 48 hours I believe) nothing changes.
