I too have seen some very odd hardware setups over the years with crappy internal USB connected wifi devices as Grant mentioned. Some really awful devices can be borked, even from the factory, until you sort out the binary blobs with a firmware flash - and if it's a second hand laptop you don't know what the previous user might have done to it without cracking the lid off it (I've seen incorrectly fitted mini PCI cards several times, just for a start). Looking out for a possibly concealed or software toggled (via keyboard shortcut) on/off switch for the wifi might turn up a surprise as well.
