It is generally of interest to those who have no usable vision, and it helps (like most language skills) to learn it young. Accessibility can be a moveable feast since it depends on the tools you have, and what other faculties a person has. Many of the distros have support for screen readers, and Braille machines built into the kernel, so those with vision problems can get going out of the box, but the situation varies hugely and all it takes is a daft default in the boot loader and the person is suddenly dependent on someone else to get going. Even one step that isn't accessible in a rescue CD can scupper one's efforts at a later stage.
