Do any mentioned slow down the running? Not that I've really noticed, but I'm on a slow 1.6GHz box anyway.
Call that slow? I routinely underclock (in software) my laptop to 800Mhz to stop it overheating! :p
Current consumption doesn't measurably change on the Atom motherboard I have when I let it slow the processor down to 800 Mhz, so I just leave it to run at full speed.
