Er - that site appears to be a wide-open anonymous FTP server.However, the incoming directory appears to be protected from writing - at least when I tried to upload a small test file.
Maybe you need to actually login as a user rather than annon. ? Ah, read your next email - try this: ftp://user:password@xxxxxxxxxxxxxxxxxxx/ where user and password are filled in appropriately.
