Actually something graphical but low spec should run reasonably okay in 256MB, doesn't have to be Gnome (saying that even Gnome will probably run in 256MB Ram).
Is this by any chance the PC at the Lighthouse with the Rambus memory?If it was me I'd say maybe a base install of Debian with a lightweight window manager such as FWM2, LXDE, XFCE etc.
In fact someone on the Ubuntu UK mailing list posted about a couple of distros, one was Lubuntu (Ubuntu with LXDE desktop) and another was Bodhi Linux (http://www.bodhilinux.com) which has the Enlightenment window manager and looks very pretty :-)
If all else fails though yeah it is possible to make something that looks a bit like the Debian installer or something, IIRC something using ncurses (although I could be wrong about this).
