The style of dropping files in folders is something I've done various times, either simple Apache protection on a folder, or use FTP, and a simple web based upload client. Once with Unix file permissions over NFS to write, and FTP for remote access which worked for engineering diagrams and components really well. In my experience the simpler ones always worked best. There are some cool tools for this sort of thing in the free software world, but these days Apache can do it all and you can easily customised the default folder view (indeed Apache ships with examples). Just avoid WebDav unless you like pain.
