Sounds like a classic "'elf and safety nut" mistake of making a big fuss over some trivial thing whilst ignoring a much greater risk. It would make rather more sense if the procedure were "confiscate car keys, move their car off site, escort them off site, return their car keys after they were off site". Operating a vehicle is a considerably more risky activity than walking up/down stairs. If you have rules about using stairs, but not about using the car park then something is seriously amiss. Maybe it's the training of health and safety advisers. Since many of them appear to have something of a blind spot when it comes risks associated with car parks.
